Liz Lopez Cepero
Liz serves as the Senior Vice President and Chief Growth Officer of Baylor Scott & White Health Plan, part of Baylor Scott & White Health. She is responsible for leading the strategic planning and execution of initiatives that drive membership and revenue growth across all lines of business, including Group, Government and Retail. A people-centric executive with 20+ years of experience in government healthcare programs (government and private sector), she is a proven leader with demonstrated record of success in creating growth strategies, transforming compliance programs, and boosting operational efficiencies.
Liz started her career with the Centers for Medicare & Medicaid Services and served in roles with rapidly increasing accountabilities including provider outreach, Part C and D Technical Advisor, Customer Service Branch Manager, Central Office Acting Director of Division for Policy Compliance and Oversight, and culminating as the Associate Regional Administrator for Medicare Health Plan Operations providing regional leadership and strategic direction to multiple teams responsible for the oversight of Medicare Advantage, Prescription Drug Plans, PACE, SNP and MMP Plans.
Following her 11-year career at CMS, Liz served as the Divisional Vice President for Government Programs Oversight at Health Care Service Corporation and its five Blue Cross and Blue Shield plans in Texas, Illinois, New Mexico, Oklahoma and Montana, where she enhanced Medicare and Medicaid compliance, operational and growth initiatives. Liz then transitioned to Centene and served in several roles, including Senior Vice President of Compliance and Chief Compliance Officer for Cenpatico, Vice President for Medicare Operations and Business Strategy at Superior Health Plan and then Vice President of Medicare Customer Experience under Centene Corporation.
Liz has a bachelor’s in International Studies and World Political Economy with a minor in Business Administration from De Paul University. She also has a Juris Doctorate (J.D.) and Certificate of Health Law from DePaul University College of Law along with a LL.M. (Master of Laws) in Health Law and Policy from Loyola University Chicago School of Law, Beazley Institute for Health Law and Policy.
